Python - necesito que porfavor me ayuden a solucionar este error , urgente

ERROR: No matching distribution found for rest


Estoy intentando instalar django rest framework para hacer una Api con python

Preferiblemente usa un entorno virtual para tu proyecto!

ya meti el proyecto en el entorno virtual ,active el entorno y ahora estoy intentandol correr el comando python-m django-admin starproject ValidacionUsuarios y me tira este error.

Pero debes leer!!! claramente te dice alli que No hay ningun modulo llamado django-admin!!! entonces instalalo
