Problema a la hora de mostrar pagina

Error: The value of attribute "title" associated with an element type "null" must not contain the '<' character.
El problema viene al intentar leer del fichero de idiomas title="<fmt:message key="Imagen.descripcion"/>".
Si lo pongo fuera de ahi sale el texto relacionado con la key, entonces como puedo hacer para meterlo dentro del atributo title de la imagen?
