SQL Server - Error consulta

Tengo la siguiente consulta en SQL y me genera error : Incorrect syntax near '<'.

when len(ex.expIdentificacionTributaria)< 10 then 'C' else 'N' end as 'tipnif',

case ex.expIdentificacionTributaria

when len(ex.expIdentificacionTributaria)< 10 then 'S' else 'N' end as 'persfisica',

Creo que estas planteando mal tu expresion.

CASE WHEN <EXPRESION> THEN <VALOR> ELSE <VALOR> END
