Error postgres_android studio 2.2.3

Hola chicos... cree una aplicacion basica en android studiio y quise conectarme a pgadminIII y resulta que me salio este error:
org.postgresql.util.PSQLException: Connection to localhost:5432 refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.
y la verdad nose ni porque es... el puerto esta correcto el hostname tambien...
por favor espero alguna respuesta que me ayude con esto
